As a SEO consultant, I'm methodical in my link building, focusing not just on directories, but also smaller sites that are directly related to your business. In some cases these could be hobbyists, community directories, or blogs related to your industry. I also examine your competition to see who is linking to them.
The quality of the incoming links to your site is critical. I recognize the difference between link farms and legitimate sites that are worthwhile. I also recommend never purchasing, as this provides no benefit and could ultimately hurt you. What I often suggest are directories that charge for submissions to be reviewed and which have obvious value. Directories that directly relate to your business or have an established reputation.
I also don't believe in link exchanges unless they are from sites relevant to your business. Simply adding hundreds of links to a site has no benefit. Google in their webmaster guidelines has this to say.
"Some webmasters engage in link exchange schemes and build partner pages exclusively for the sake of cross-linking, disregarding the quality of the links, the sources, and the long-term impact it will have on their sites. This is in violation of Google's Webmaster Guidelines and can negatively impact your site's ranking in search results."
"The best way to get other sites to create relevant links to yours is to create unique, relevant content that can quickly gain popularity in the Internet community. The more useful content you have, the greater the chances someone else will find that content valuable to their readers and link to it."
